The name Wi̽w-ntö Kez is derived from the Wood Elvish language, as Wi̽w-ntö Kez was founded by Trthênme Ognobeh, who was culturaly Wood Elven.
Climate
Wi̽w-ntö Kez has a yearly average temperature of 18°C (64°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cold 10°C (50°F). Wi̽w-ntö Kez receives an average of 300 cm/y (118 in/y) of precipitation, most of which comes in the form of rain during the summer. Wi̽w-ntö Kez covers an area of nearly 6 km2 (2 mi2), and an average elevation of 3012 m (9881 ft) above sea level.
Overview
Wi̽w-ntö Kez was founded durring the early 15th century in spring of the year 1416, by Trthênme Ognobeh. The establishment of Wi̽w-ntö Kez suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.
Wi̽w-ntö Kez was built using the conventions of Wood Elven durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Wi̽w-ntö Kez is no diffrent. The town's buildings feature stone brick construction with most buildings posessing towers, turrets, dormers, and wide wrap-around porches. An extreem emphasis on decorative features and emblishments can be seen even on the poorest of homes and makes even the most humble of structures seem a bit regal.
Wi̽w-ntö Kez is buildings are arranged arround a network of narrow paverstone streets which form a diamond shaped grid, where each diamond verries in size given the proximity of the paralell streets forming each section. The ocasional smaller diamond has been used to construct a park, plaza, and other communal structures. The town sits comfortably behind a palisade wall complete with a timber gatehouse and battlments. The town's timber-based walls have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.
Wi̽w-ntö Kez is, in a word, disorder. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.
Civic Infrastructure
Wi̽w-ntö Kez has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Wi̽w-ntö Kez. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Wi̽w-ntö Kez's parks.
Wi̽w-ntö Kez has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Wi̽w-ntö Kez.
Wi̽w-ntö Kez has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Wi̽w-ntö Kez has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Wi̽w-ntö Kez has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Wi̽w-ntö Kez has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Wi̽w-ntö Kez's public wards, blessings, and other arcane systems.
Wi̽w-ntö Kez possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Wi̽w-ntö Kez has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Wi̽w-ntö Kez's natural decorations nor waterways.
Wi̽w-ntö Kez has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Wi̽w-ntö Kez has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Wi̽w-ntö Kez's chapel was built using a different architectural style from the rest of the town. The style used is known for its buildings being predominantly formed through the combination of basic geometric shapes. However, it shown in the detailing given to the structures such as its characteristic tall columns, intricate detail, symmetry, harmony, and balance in their designs to an astonishing degree of precision. Decorative elements for the buildings tended to be built into the structure itself, making great use of fluting, frescoes, inlays, and embossing.
Due to the actions of local Kami, spring is recurring in Wi̽w-ntö Kez.
The Stag, Emperor near Wi̽w-ntö Kez are known to be more aggressive than normal.
Wi̽w-ntö Kez's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves creating small tokens to channel Necromancy energies of tier 3 via chanting.
Economy

The instructors are rarely first-rate, usually serving only for the pay and status, but sometimes a genius sorcerer will find a reason to observe likely apprentices here. Given the unfortunate accident potential of the school, it’s probably isolated or well-fortified.
Wi̽w-ntö Kez's is something of a geological and arcane anomaly, as neither physical nor magical law entirely explains its formation.

In time immemorial, reportedly some time during the early 2nd century the Kami blessed the town with wealth for a year and a day. One of Wi̽w-ntö Kez's local festivals commemorates this miracle.
